Original WWII Naval Burgee Command Pennant - Admiral J.B. Heffernan

This item came directly from the estate of USN Admiral J.B. Heffernan, who served in WWI & WWII and later was the Director of Naval History.
We were told it is a Naval Burgee command pennant. These were used by the commander of a division of ships or craft or a major subdivision (e.g., a group) of an aircraft wing. A broad or burgee command pennant is the personal command pennant of an officer, other than a flag officer, commanding a unit of ships or aircraft. So probably his flag before he was an Admiral. It feels to me as though it is made of wool.

In World War II, Heffernan commanded the screen of destroyers protecting the Allied invaders of North Africa at Casablanca in 1942.
Later in the war, Adm. Heffernan was sent to the Pacific, where he commanded a division of five transports in the assault on Guam. He then was chief of staff of a service squadron operating in the forward area.
In the last year of the war, he commanded the battleship USS Tennessee, which had been damaged in the attack on Pearl Harbor but was put back in action. The Tennessee participated in the battles of the Leyte Gulf, Surigao Strait, Iwo Jima and Okinawa.
